On January 22, 2009, US President Barack Obama issued an executive order [PDF] directing that the Guantanamo Bay detention facilities be closed "as soon as practicable" and setting a deadline of January 22, 2010. The administration also undertook a review of the military commission process used to prosecute Guantanamo Bay detainees. However, the Obama administration sought to expedite the closure of the facilities by pursuing federal charges against detainees. Attorney General Eric Holder announced in October 2009 that congressional opposition and administrative setbacks could lead to the administration missing its self-imposed deadline.
